SEC Director of Corporate Finance William Hinman says some ICOs may be fit the bill for "No-Action" letters from the SEC over securities concerns depending on the use-case and development behind them, according to CoinDesk. Upon its ICO, Ethereum ($ETH) was highly centralized, Hinman argued, but is now decentralized enough to not be considered a security.
