Facebook installs key leadership team members for Libra in the absence of a charter

Facebook's David Marcus says the social media giant is hiring for the independent Libra Foundation for the time being with the skeleton crew to be permanently set by the foundation's members in the near future. Facebook did not issue a charter purposefully, instead passing the buck onto Libra's 100 members for governance crafting.
